You are here: National themes & guidance > National guidance > Transforming adult social care (2009) ![]() Transforming adult social care (2009) This Local Authority Circular of 2009 sets out information to support councils and their partners in the ongoing transformation of adult social care as set out in ‘Putting People First: a shared vision and commitment to the transformation of Adult Social Care’ (2007)1, and preceding policy documents.There are three sections: The first section builds on the previous Local Authority Circular: Transforming adult social care (2008); it sets out and reinforces the details of how the ring-fenced Social Care Reform Grant should continue to be used to help councils to redesign and reshape their systems over the remaining 2 years of the Grant. It also updates the information and support available to councils to drive the transformation of adult social care. The second section is a copy of the Social Care Reform Grant Determination with details of councils' allocations and the purpose of the Grant. The final section - Putting People First: the whole story - sets out at a practical level the kind of society which successful transformation should help to create.
